The month of March in Portland—whether sunny or soaked—heralds clouds of pink-blossomed trees, flowering bulbs and budding runners. Portlanders ready to meet their annual fitness resolutions have ample footraces and robust spring runs to choose from. Nevertheless, it may take more than clear skies to kick off one’s galoshes and safely take stride.
